The ruling on someone who has not received the call to Islam

There are millions in this world who have not received the message of Islam. What is their ruling? Will they end up in Hell? If the answer is yes, what is their sin that the message of Islam did not reach them?! Or will they enter Paradise? But how will they enter it when they did not perform the duties of their Lord in this world?! Please clarify this issue. May Allah reward you with good.

"The best thing said about this group of people is that they will be tested on the Day of Judgment. Whoever obeys the command will enter Paradise, and whoever disobeys will enter Hell, as Allah Almighty says: ‘And We never punish until We have sent a Messenger’ [Al-Isra: 15].

The scholar Ibn al-Qayyim (may Allah have mercy on him) elaborated on this group at the end of his book ‘The Path of the Two Migrations in the Study of the Classes of Those Who Are Obligated.’ Whoever wishes to refer to it will find what is sufficient and satisfactory, God willing, and with Allah is success."
